Looks like it allows the operator to raise and lower an attachment of some kind.
It's some sort of a hand crank. note the worm gear is turned by the big hand wheel, and it's connected to the big semi-circle gear in the framework. But beyond that, I don't have a clue.
Yes it was to raise and lower a mid tractor blade.

I’ve looked at all three pics and can’t see anything I would call a “gag”. If you’re referring to the white item, it appears to be the magneto. Before tractors had batteries the magneto provided the timed electrical surge to fire the spark plugs.
Those extra hand wheels drive a worm and sector that would seem to regulate the height/depth of some implement attached to the ball. Danged if I’ve ever seen anything like it tho’. Very I nteresting.

On looking at those hand wheels on each side of the engine, I suspect they were a means to crank the engine to life without having to get down out of the seat.
Excellent photos! I had no idea what those wheels were for.

i think it locks the tires,,not for a brake but to keep it stable or still.
Lots of off-the-wall guesses about the two hand wheels. Anyone who spent some or all their youth/life around tractors can tell you they are NOT something to restart the engine, nor are they brakes of any sort. Cat skinner probably has the closest rationale for them - to adjust a mid-mounted blade. Think road grader on a smaller scale.
