I love photos like this one and I would love to learn the technique. Where can I find any instructions how to do that? I appreciate any help.

First of all, these days we can't assume that this isn't AI generated. If it is based on an actual photograph, I would say the look of the photo has a lot to do with the choice of this subject and background in this lighting. Probably also enhanced with post processing, but there isn't any magic processing that will produce this kind of effect on any particular photo.

You Tube is full off Photoshop, Lightroom, ACDSee, and every other post processing software. The photo was created almost perfectly, it didn’t need a lot of processing. I suspect: up before dawn, catching golden rays of sunrise on still waters created the photo. You can adjust a lot in post, but creating a beautiful photo takes practice and planning.

To me it looks quite heavily post-processed ... but not in a bad way. In fact, in quite a good way. You can see some of the masking for example -- in the sky, in the blue item in the boat, and more. But quite a good job of it I'd say.

Nothing to it.

Get some good photo processing software, I suggest Adobe Photoshop, but there are several others out there, spend 40 or 50 hours learning how to used it at least to the intermediate level. Spend another couple of hundred hours mastering composite techniques, lots of help on the internet and from and from UHH members.

If you specify one particular effect, you might get a better answer.

It's anyone's guess in today's world of Photography or... should I say "Augmented Reality Creation"

At the age of 76, and being a 'beta tester for two photo software entities... It is only a guess as to how???...
....... AND, today, you can not look at just a single photo and definitely "announce" how it was done

My personal advice is... Choose the 'software' you feel comfortable with, and then 'continue to grow' in its abilities and how to use it by continuing to watch 'all the gurus' on Youtube to achieve your own results...

IMHO only

Analyze the photograph
The light was coming from behind, he under exposed, or cut exposure/ brightness in post.
Then (somewhat heavy handedly) selectively Dodged in the face and look at the X the oars form....
no amount of dodging could bring back the eyes which are black circles. He probably also used the burn tool to help darken the water & sky.
So it is back lit, printed down, then dodged as a basic approach, but since there is no light source in front he had to use somewhat extreme measures in dodging
It is a nice idea,-- basically isolating the rower, just not well executed. It is a great starting point

I'm using LightRoom and basic Photoshop. But you are right, I have to learn Photoshop much better

Topaz is one program that allows one to make "Artsy-Fartsy" photos. This type of photo has become very popular in camera clubs and for displays.
