The base authority for arrest is "Trespass Laws". The same base that many properties like malls and entertainment venues use. The managers at the property can declare the offending person(s) to be not welcome on the property and that they then are subject to immediate arrest as trespassers.

That's the problem with NY. If it had been Texas the jerk would have been "helped" out to the street.
The real issue here is mental impairment, not photography. There is something missing from a so-called intellect that does not understand that it's not OK to do acrobatics in a public library., whether being photographed or not.
With the librarian out to get photographers, he didn't want to add to her count.

It doesn’t sound like or look like to me photographers in this one in particular were being harassed by the librarian just because he’s a photographer. You have two dumbasses in a public library acting stupid since she was jumping off tables, meaning more than one and doing aerobic poses and all that in a public library that’s why they were being corrected and they were both stupid to do that in a public library. If that’s what they wanted to do they should’ve asked for permission and may be allowed to use a certain area where other people wouldn’t be disturbed.
The photographer is doing a onetime trivial thing and not upsetting the tradition of libraries long term as some politicians are after reading and idealizing Fahrenheit 451. This episode was probable an entertaining wake up break in the fall asleep reading in the library. I wish I were there photographing the photographer photographing.

I live on Long Island. The snowy owls come to Jones Beach in the winter months. They hunt at night and sleep during the day. It never disapppoints to see photographers with LONG lenses & tripods, trying to flush the owls to get them in flight.
This past winter I saw one, the bird flew, and several guys with the long lenses & tripods climbed over the signs that say *don't walk on the dunes* My friend and I called the DEC (New York State Department of Environmental Conservation) to report them. Many have ruined different areas on Long Island. There is a lavender farm out east. I used to go there, there was no charge to get into the fields. I always bought Lavender. Then some guys came in a van with their cameras, tripods and models. The farm started to charge more.
It certainly ruins it for other photographers.
Rule and laws don't matter in NY. Shoot/kill someone your out of jail in a few hours, Hit someone in the head with a lead glove - that's ok. Oh yea let's don't forget walking into any store and helping your self to anything you you. No Laws in NY or California. Oh yea. I forgot you can go to the bathroom anywhere you happen to be standing in the moment. you get what you vote for, and that's what. you deserve.

Actually…the person who shot the smoke shop clerk there the other day was…(a) wanted for another murder the week before and (b) out on bail from a murder charge in 2021. It was on the news page today.
