No, Photoscape X is not an excellent RAW editing tool. It's an awful RAW editing tool -- entirely inappropriate for that task. Free doesn't mean much if the software is going to screw up your work.
One of the first critical steps in converting a RAW file is setting the WB. Photoscape X doesn't provide that option for converting the RAW file.
Any further editing of a converted RAW image is best done in 16 bits. Photoscape X doesn't support 16 bit processing.
Photoscape X lacks basic color management support.
