No, while the built-in photo software in Windows does not process RAW, PhotoScape X does. It is an excellent RAW editing tool, simple to use, and the price is right (free).

No, Photoscape X is not an excellent RAW editing tool. It's an awful RAW editing tool -- entirely inappropriate for that task. Free doesn't mean much if the software is going to screw up your work.

One of the first critical steps in converting a RAW file is setting the WB. Photoscape X doesn't provide that option for converting the RAW file.
Any further editing of a converted RAW image is best done in 16 bits. Photoscape X doesn't support 16 bit processing.
Photoscape X lacks basic color management support.
And etc..

If you are going to be shooting RAW, you will need to learn how to modify your photos. Whatever program you use you will need to learn to modify your images.
I like Elements, it gives you most of the photoshop functions for photographers. It also has guided edits.

There's a lot good advice here. I would suggest a two step approach: start with Nikon's program and work with for awhile. Once you get some experience with RAW processing, determine if you want to go further in your processing and if so, what do you find lacking in Nikon's program and then come back and you will probably get some very informed opinions on how to satisfy what you want. Right now, the Nikon program is free and it's a good starting point. IMHO
