Indeed, shallow DOF (out of focus background / foreground) is not actually Bokeh, so using the old terms is more correct.
Shallow DOF can allow the bokeh to be observed, but unless there are distinct out of focus highlights (or dark spots) the bokeh may not be too visible even with shallow DOF.
Bokeh is all about the nature of these blurred highlights, it can be harsh shapes, soft transitions or soap bubble like (smooth circles with a brighter edge)... If the background is too far out of focus compared to the subject a smooth blur can be observed with just about any lens.

I will not speak of it. Even after announcing I was a new guy trying to learn… I dared to use “THAT TERM” in my question… my 1st question on the UHH… and it cured my photographic curiosity
