Looks to me like a composite of several (many maybe?) images. Each of the children and the dog was photgraphed separately, then cut/pasted into the base image of the room with the tree and fireplace. and resized/repositioned. The Santa is probably cut/pasted/repositioned/resized from a stock image site. The Christmas tree might also be from a stock image site. I'm guessing the room is also not copied from somewhere, but I may be wrong. This is not hard, just tedious. If you can find all the elements you want, and if you have the patience, you can do this sort of thing for almost any occasion.

Look at the faces. Those are photos.
Those faces could be edited into a scanned calendar page or a holiday illustration available online.
Its possible that you just bring your family faces to Walmart and make a mashup from scenes that they offer.
Could even be just a kiosk at a mall. Certainly no rocket science involved. Another possibility is a virtual kiosk.
Could just be an app and the user supplies the faces. Look at the app photofunia.
Photo or not, it is a remarkable work of art! Wow!

Well, I was talking more about the texture of the picture, like the dreamy effect it has not so much the composite part...
