Photo shop came out with a upgrade 24 it needs software on your computer for to be a 11 and my Mac only is upgraded to 10.5 does any one have this problem

Mac OS 10.5 (Leopard) came out in 2007 - by all technology standards, that's ancient. I'm surprised you can run your current version of PS on it. One of my two computers is from 2010 running High Sierra and any program that still runs on it runs very slowly even with 16gb of ram. I hope that you are backing up the hard drive (Time Machine) regularly as all hard drives eventually fail. Replacing the hard drive will cost you more than that computer is worth. You might look into a good used Mac that 4 or 5 years old.

OP inquires about software on a Mac. That you run it sucessfully on windows adds nothing to the discussion.

If your Mac can't accept another update, you'll have to look for a workaround - or a new computer. I hate it when software requires new hardware. It's a conspiracy!!!
My Macs are mostly from 2012, and I've reached the end of the update line, which is fine by me.

You can always convert your raw files to DNG and process from there.
Talk more about the conversion of RAW files to DNG, would you please?
On another point, I'm using my iMac with 10.13.6, which I'm sure is 'ancient' but today's standards. What stopped me from updating? The last two times I updated, I lost *a printer, *a scanner, and *a Wacom. Is this the first time I've lost hardware because of an OP update? No. Will it be the last? Yes.
Let's see, I'm doing all my photography with Affinity Photo which works just fine with 10.13.6. Their upgrades are all free, but the version I'm using is limited only by my imagination. As for Microsoft Office, Word does all that I need for test writing, and Power Point does everything I need for my teaching too. Sooooo, why exactly should I be upgrading my OP?

At some point, you realize that the 32-bit application wall is a barrier to all upgrades. MacOS 11.x and higher REQUIRE certain computers with certain hardware resources. If you are running an older Mac that cannot run MacOS 11 or later, Open Core Legacy Patcher MIGHT work around the issue, but it is a very geeky and potentially dangerous-to-data solution.
Additionally, Adobe requires certain Mac hardware resources for its latest code to run. If your Mac does not have the proper hardware, you've reached a ceiling and must upgrade to a newer model to use the new features.
Apple is going "all in" on their new Apple Silicon Systems on Chips. They are dumping Intel, in favor of their own radically different designs. At some point, they will require Apple Silicon hardware to run their latest operating systems, and software vendors will cease writing code for Intel Macs as well.
They've been releasing Apple Silicon systems since late 2020, and are now releasing the second generations of some of these machines. The transition for most users has been silky smooth. Few of us who have made the leap have any regrets.
MacOS is now at version 13 Ventura, which generally requires Macs made after 2017 to 2019, depending on the model.

I'll add that yes, I have a 1999 PowerMac G4 tower that still runs Mac OS 9.2.2 and OS X 10.4.11. I have a Mid-2010 Mac mini that still runs MacOS 10.13.x and Windows 7. I have a late 2013 21.5" iMac running MacOS 10.15.x and Windows 10. I keep them to run applications that are no longer available, and to run hardware made "obsolete" by newer systems. But my daily driver runs all current systems and software.
WHY? Because I am very concerned about Internet security. I don't put unsupported Macs OR PCs on the Internet. Their networking is disabled.
I also derive a lot of pleasure from working with reasonably current hardware and software.
