Exactly like building a new computer from scratch, and if you have a lot of aps and need to load all the installations from DVDs or downloads, find all the PWs and re-register, update all the preferences plus debug any peripherals/drivers, that can take a VERY long time to personalize and debug the machine, but without the advantages of a new faster machine and perhaps a new OS.
I suppose if you are someone that would encounter finding all PWs a concern I can understand your reluctance.

Before you do all that, read the logs and act on what you see there. Load all the OS and driver updates. If there’s a separate graphics card, does it meet the requirements of the latest version of PS? If not change or remove it. Is the scratchspace configured correctly? What other aps are running at the same time when it fails, and if so, shut them down and retest. What does the CPU, memory and disk access show? Etc, etc, etc. Troubleshooting 101.
I would assume most would undertake such basics before considering a fresh system.
