Iβd recommend the LUMIX ZS200, 20mp 15x zoom compact. I have the predecessor ZS100 and itβs my go anywhere camera - I always have it with me.

Clearly, your sponsor has recruited the wrong photographer.
Or quite possibly neither you nor your sponsor knows squat about documentary.
I would suggest a Panasonic Lumix DCZS80 or the similar Sony DSC-HX99.
For better image quality, the Panasonic Lumix DC-ZS200 (or ZS100) or the similar but much more expensive Sony RX100 vii. These have a much larger sensor giving lower noise but less in the tele end of the zoom range.
All these have both an LCD panel AND A VIEWFINDER. All should fit a large pocket.

Olympus OM-D E-M10 Mk II or IV. The M Zuiko 14-42mm EZ pancake lens make a very nice all-around medium, to small, zoom. It should serve you well for the above purpose. The EM10 MkII can be had at reasonable cost Used. These models will take any of the Oly lenses, in case you encounter a different scenario.

A good cell phone camera will do a lot and will be less a suspicious than a camera
I agree on the Sony RX100VI or II.

Ubiquitous, everyone has one, you would be totally ignored and video quality is very good and stills are on par with most cameras.
One of the smallest mirrorless cameras i've seen is the Nikon1 J5
DO NOT BE SNEAKY photographing anyone. Have you talked to the homeless before? I have. Large areas of homeless camps can be dangerous. Before Covid, I use to drive around and give bags to the homeless (food, toothbrush/paste, socks, gloves, beanies). I wear my old military boots for a reason, needles. I've almost stepped on several needles over the years. 99.9% were nice/kind folks. Some fell on hard times, some spent 3-6 months in jail, many younger persons left abusive/drug infested homes, mental issues. Sadly, a few were good hard working people who were victims of drunk drivers and suffered brain damage. They all share one thing in common, once on the street, it's almost impossible to recover, find a job. They give up and lose all hope. They have names, just like you and me. Talk to them, get to know their story. Tell them everything you are doing and why.
Been there done that. I am doing a comparison of todays homeless and yesterdays homeless then called Hoboes, bums and so on. I rode the rails and photographed the hoboes on freight trains for six month after being discharged from my obligation in the French army. Then on my return to the USA I was draftedin the US Army. My MOS was 84B combat and photographer and photo journalist.
