Video or stills? A Olympus or Panasonic with a pancake 15mm f8 or 9mm f8 would do nice. Basically pocket size for a larger pocket. Except for aperture, lots of control. With a 14-42 EZ, need a larger pocket for a good system. All the controls are available then.

I went looking for a reasonable quality shirt-pocketable camera to supplement my Sony DSLR's. I ended up with a used Sony HX 80. I carry it in my shirt pocket so I can deploy it quickly.
At 18.8 megapixels it has the resolution to take crisp photos. It'a non-interchangeable Zeis T* zoom lens offers a full frame equivalent range of 24-720. From 24-450 mm there resulting photos are technically quite good but from 450-720 they become increasingly softer. This may be due to my shaky hands. When mounted on a tripod, the longer focal lengths sharpen up quite a bit but still don't quite match the 24-450 photos. Both Canon and Nikon make equivalent small pocketable cameras

Goodluck with your photo project on the homeless.

Don’t overlook a smartphone with high quality camera. I like the iPhone 13.

DO not do this. If your doing a documentary on the homeless use your equipment and work with the folks who have hired you, travel in a group situation and have your person in charge to advance work so the folks know why you are shooting.
And, if your thinking of doing your own little documentary on the homeless by yourself, it may prove to be dangerous capturing their image by being sneaky.

If you're going to be holding the camera up to your eye or at arm's length to frame the picture, the size really doesn't matter. You'll still be seen as taking pictures. With a wearable camera, like the police use, you will be an "invisible photographer."

How about a camera hidden in sunglasses?

It's not nice to take pictures of people and intentionally not let them know. It's worse when these people are not well to do.

Not to diminish the spectacular results that I have gotten over the years from my Leica Q, Sony A9, Nikon D500, none of those would do well for concealing their presence while shooting a documentary. It may be heresy on my part, but reality is reality and we must confront it and benefit from it. Our beloved camera manufacturers have yet to respond to the smartphone onslaught.

I would not use the body cap lenses they are of poor quality but the idea of using a Olympus or Panasonic Cameras is a pretty good.

An Olympus TG-6 or earlier model is very small an portabile but only 12MP which is ok except for large prints. No view finder here however but the camera shoots Raw.

One of the Olympus Pen series is a step up but except for a used PenF there is no viewfinder. Their are some Panasonic cameras that are similar to the Pen F as well. The Oly 14-42 mm EZ or 17mm lens would be good choices. These are not quile pocketable. A PenF and 17mm lens looks a bit like an old Leica M series film Camera.

A point and shoot camera that shoots RAW would be another alternative. Likely there will be no viewfinder.

Be careful with your personal saftey. Homless folks generally don't like outsiders.

Yes please ask permission, that way you do not have to sneak around which can be very dangerous to your health!
