I appreciate the advice.
I have a Dell Tower at least 7 years old. My use for photography was decreased after I feel while taking pictures of my neighbors flowers. The contact of my head with the concreate prevented me from damaging the soil. Had brain surgery and ended up needing to relearn a lot of stuff. My current computer is a mess. I have lap tops; yet, I need a larger computer and monitor.

Just my opinion. I would source out a local builder and see what you can buy. My three biggest issues with Dell is bloatware, propriety motherboards and their underpowered and insufficient power supplies for any heavy lifting. This adds up to a limited upgrade path and essentially a throwaway.

For me, Dell has been a mixed bag. Two different desktops had to have their m/b replaced. In both cases, that was the third try at fixing early problems. In both cases, Dell did replace the machines with machines just coming off the test floor that met, or surpassed the specifications of the failing machines. Both only lasted 6 years before they started failing. The second of them was replaced last October by a pc from Origin. Just a week ago, a Dell laptop, an 8 year old XPS 13, decided it would not recharge. I have been having fun trying to replace an older Win 10 machine with a shiny new Win 11 non-Dell, system that seems to be playing like it is an albatross hung around my neck. I leave on a trip soon, and time is of the essence.

My desktop computer is like 13 years old. It run Photoshop CC OK. Not very fast but good enough.

If you are firm on #2, then nothing else matters. It doesn't exist.

However . . .

#3. - you are correct - but many gaming computers offer capabilities that can be helpful for editing still images.
#4. - not "top fast" but fast enough - photo editing is memory, cpu and memory intensive - more cpu cores, faster clock, hyperthreading are desirable
#5. - enough memory is usually 16 gb of ram at a bare minimum - and 2 gb vram on a graphics card
#6. - neither do I - but I do occasionally. My Photoshop/Lightroom ready machine is adequate for video editing as well
#7. - future proofing is good - and the Windows platform is ideal. AMD Ryzen 9 seems to be the sweet spot on cpu choice - almost as fast as the fastest Intel i9, but considerably less expensive.

All that being said - it is unlikely you will get what you are looking for in the ±$700 price range. Double it and you'll have lots of options.

https://xoticpc.com/ may have something value-priced worth considering - but not likely at such a low price point.

Thank you. You really helped me in your recommendation for a Fisol tripod that cost plus $600. Over the years I find it to be one of the best investments I have made.
