Had to google this. Never heard of it before. Have not had the experience of visiting the places those hats were used.

Napabob, I think that the belief that "tinfoil hats" would prevent rays from aliens from outer space and that of the government from probing one's brain is carried over from WWII.

My mother worked in the war effort at "Johnson Foil" where they made rolls of very thin 1/2" wide aluminum foil that they would then cut into 2" long strips. These aluminum foil strips would be dropped by planes where they would float in the air forming large clouds to disrupt the radar that the enemy would use to detect and track the allied forces planes.
