Domestic exploration and production on private lands is booming quite nicely.

They can talk all they want...it is not stopping.
Local governments can make that decision, and some have.
But most local governments are not going to cut off the tax boom they experience due to fracking.
Speaking locally, all the counties covered in the Texas Eagle Ford Shale territory have experienced an explosion of tax revenues over the past fifteen years or so. They are not going to shut that income stream down.
I am quite happy to pay the tax bill every year!

In your article there is no mention of California and their crazy "green" rules for trucks and how this is a big part of the supply chain problem.
The person who wrote the article is either inept or dishonest and trying to sell an agenda. When a big piece of the story is missing how can you trust anything else that person says?
The California Air Resources Board (CARB) is were you would go if you want to see how Calif has really screwed things up for small business. Fair warning, you need to have a lot of free time to read and digest all that crap we were forced to deal with.
