What, have you never seen a Kingbird ride on a Redtail and peck away? Happens all of the time in the Spring, on the Prairie.
You search on line and you will find shots of a small bird on the back of a raptor pecking away. Raptor can't get to them so it has no choice but to vacate the area. The little bird is often protecting a nest etc.

Reminds me of a Parakeet we had that would ambush the dog and ride on it back, with the dog trying to get it off, the running thru the house until the bird would fly off then ambush again.

Yes, I agree. Photoshopped. No way that bird is on a Hawk moving thru the air, especially with its wings slightly opened. Also the head is aerodynamically at wrong angle.
