Are the swinging crane arms necessary? I’d like to enter this to a photo contest in our locality.

For me the interest is in the top half. The bikers are kind of an everyday sight, their shadows are cut off at the bottom, and their silhouettes get lost with the dark background.

If your riders fit the theme you're entering, then yes - do away with the cranes. As-is, the composition has two separate and competing visuals.

I agree with Linda from Maine that the crane arms are more interesting and that the two subjects compete.

IMHO the swinging crane arms are more attractive than the bikers.Go with swinging arms and win.
Great contrast and interesting shapes.

I agree with Linda from Maine. The cyclists make a second area of interest & detract from the crane arms.

Fujifilm x100v sensor is APS-C. Isn’t it converted to 35 mm with the 1.5 crop factor?

I think the visuals plus the clouds convey a fear factor. So to my mind they don’t compete rather they heighten the mood.

Ultimately, it's your photo and your decision. The good thing about asking for the opinion of others is it allows you to see your photo from different perspectives you get an idea of what appeals to others.

As an image of "Delaware on the move" or "Moving past COVID", Yes, they are.

I am also in agreement with this. If you duplicate the background layer then in the layers palette select Screen the image will get less dark in those shadow areas showing more details. The cloud in the center will be slightly brighter but nothing that a selection of such cloud using the free hand selection tool and the Brightness-Contrast setting cannot improve. Just reduce contrast and brightness to taste.

I have never been able to understand how judges from hundred of entries are able to select an image as the "best one." For that reason I do not participate in contests where luck seems to be more important than art, or so it seems to me.
