I own a Mac computer and use their Photos Program for post processing. I would think that I would need a separate program to accomplish my objective.

You are wishing to create a collage, yes? I do not know that Photos supports that, but I believe I read that Google does. I know you could do it in photoshop and probably a multitude of other processing programs out there. I have wanted to do something like that too, but never pursued it.

Most decent photo editors offer "compositing" which allows you to do this.
If you were on a Windows platform, you'd be able to use this:

Years ago (before my. PSE18) I used Picasa, and making collages was super easy. I think they're still around ...and they coordinate well with Google.
I’ve used MS PowerPoint to make collages or photo groupings. Just insert your images onto a PowerPoint slide, arrange them as you like, then save the file as a jpeg.
You can even use PowerPoint to produce movies incorporating still images, graphics, and videos.

I guess I'm a Die Hard. I still use Picasa to make collages, it is so easy.
I use PSE2021 on my I Mac to make collages. However if you only have say 3 photos you want on a single sheet. Go into I Photo or Photos and select the photos and size them to the size you want, then select a paper size that will accomodate all three. The preview will show how they are arranged and you can print - or not. This has worked well for me for school photos of 3 of my grandkids on one sheet in one frame. My son in law liked it so well I had to print one for his desk at work.
You can do this in many photo editors. Microsoft Publisher might work very nicely too. it is part of the office suite.
