Adobe is driving me crazy. Trying to update Creative Cloud. Get error message, Adobe Application Manager is running, says wait till it stops. It never stops and I can't update. Anyone know how to stop the APP Manager, Adobe doesn't seem to know how.
If you're running Windows, Ctrl + Alt + Delete brings up access to the Task Manager. Click on it, click on "More Details," find the Adobe Application Manager, and "End Task."

Have you tried shutting down your laptop/computer and restarting?
Agree with russelray. And then try removing or delaying the App Manager in your start menu. Don't delete it from your computer, just remove or delay it. If that doesn't solve the problem go ahead and reactivate it.
I've tried the Task Manager, the application is not listed in the 8 Adobe app's that are running. Shut down, reinstalled, shut down computer, restarted, nothing helps.
