You need to think a bit. The statutes give the VP the power to register and record the votes. Now if it were purely a ceremonial duty why wouldn't that duty be given to a clerk? Why would the VP be needed? Think about it.

Not true he only registers if there is no protest. He has no control over the protest. Again you discount the courts

I didn't make up the rules. The VP was given this power. Look up the election of 1876. The Electoral votes were kicked out and not used.
