If you blow it up enough... you'll see that her hair is blowing across into her face... looks like from behind. Maybe suddenly, if you see how it is blowing. May have taken her by surprise. So she's probably not tortured or contemplating suicide... or anything worth all this time.

I first assumed the waitress was smiling and VERY interested in the person sitting. However, when I enlarged her face, the furrowed brow indicates otherwise.
The angst on the woman on the right is heart-rending.
If this is truly Street Photography, it definitely raises the old issue of privacy.
Frankly, I strongly suspect it is staged. Returning to the woman in black on the right background, I sure hope it's staged.

What would be the reason to stage something so elaborate as that? And why would so many people participate in that? What's in it for them? Relax already, it's real! . . . . .

I think a great street capture. The expression on the waitress and of cause the woman's expression, in the background, is something else. You caught it at the right moment.

Exactly. We can read into or out of this scene whatever our own personal life experiences reveal.

Only the people in the scene know what was happening then. Other than that, without the picture, it's a forgotten moment.

I think the woman in black on the right is either suffering gas pains or is extremely annoyed at being photographed. She appears to be looking directly at the camera.
