Both Sony A6600 and Sony A6400 have APS-C sized 24.0 MP resolution sensors so sensor size and resolution is not a differentiator between these two cameras.
Look for comparisons of the two cameras, and see if they mention a difference in image quality.

According to Photons to Photos, the a6600 has the slightest bit better dynamic range...up to a half stop at some ISOs, no difference at others. Might be a sensor difference, but more likely a change somewhere in the image processing system.
If this is actually a query of how good the a6600 is, I would say outstanding. If I did not have the a7III, I would have traded my a6500 up to get one. Even now, I am torn over keeping my RX100 v7, and getting the a6600. But the increased size deters me.
So, remember, Christmas is coming. Be good to yourself.
Not a SONY shooter but the specs look identical

They seem to have the same sensor - the main differences are that the 6600 has the larger battery and in body stabilization. I love mine!
I think that the 6500 also has IBIS (in body image stabilization).
You're correct! What the 6600 has is a more advanced focus system
