That’s a decision you are free to make however cameras can be upgraded in many ways other than a new sensor.

The newer XT-4 has IBIS...in body image stabilization. It's a big deal to many photographers, not so to others.

It is lowest price you will get for that combo. Fuji will not discounted further.
The 16-80 mm has excellent OIS. Tripod aware.
Excellent deal.

IBIS? I work mostly on urban landscapes on tripod or bipod these days.

And the 16-50 on the XA1 is stabilised anyway. I use the little camera all the time when I want to get away from the weight my D800 and my Canon IDs Mark 111, it's right up with them on quality.

I doubt it, but anything is possible. They did same with the X-H1 last year at $999.99. Usually this is their price point before discontinuing. Perhaps throw in battery grip?
The 16-80mm has not been on sale and not part of a combo at this price until recently.
Still it is a great deal new.

Right they did that on the X-H1 and I bought it. Will not be discontinued. X-H2 coming in 2021.
