If you shoot with Nikon, download Capture NX-D and View NX-i from Nikon's website. They're both free.
Wholeheartedly agree. And for Canon, it's Digital Photo Professional 4 (DPP4).
If you’re using a Mac, Photos is great. And simple. And fun. Sorry, you’ll have to get a Mac.

If you are using windows 10 there should be a free photo editing program right in the operating system on your computer.
You’re asking for the impossible. Too many variables - the best, a novice …

Both Windows and Apple have simple photo editing programs built in. Try one of them to get the hang of it, then use Search in UHH and you will find lots of responses to similar questions. Many programs are free, and the ones that cost usually offer free trial periods. If you shoot RAW, you will have more flexibility in editing. Good luck!
The Mac has Apple Photos, which is an image database/editor. If you add the RAW Power plugin from the App Store, you have an inexpensive but high quality raw file editing/rendering setup. Add Affinity Photo for high "bitmap editing" versatility. Total cost, under a $100, assuming you have a Mac already.
The Mac ALSO has Apple Preview, which is capable of editing JPEGs, TIFFs, PNGs... and making minor adjustments. It is also a great, simple PDF maker that can be quite useful if you don't have Acrobat Pro.

I guarantee you that whatever you pick you’ll try something else in a couple of years after you have some experience in post processing. But maybe not.
Try Photoshop Elements, which will take you a long way on your photo editing journey. Good luck.
I second the recommendation for Photoshop Elements. Using the Basic level is really easy for a beginner, and the ability to move up through Guided and Advanced is already there once you become at ease with the Basic level. Guided is great because it takes you step-by-step through what you're trying to do and helps transition you to doing things on your own in the Advanced level. You end up with a good foundation in post processing that will stand you in good stead should you ever want to invest in Photoshop and/or Lightroom (though you can do so much in Elements that for most non-professionals that really isn't necessary).

Try Photoshop Express, free and easy
Even 'tho it is no longer maintained, Picasa is still very simple and useful, and it is free!

I recommend Topaz AI Adjust and Topaz AI Denoise if you want the best post-processing results with no effort. If you want to "play around" with the post-processing or if you want inexpensive, there are better options.
