Anthony wins the second race as well. In the second race Malcolm has to run the entire distance. Anthony has to run further. But Anthony is running incrementally faster than Malcolm. The further distance that Anthony has to run will allow him to incrementally be ahead since he has 10 seconds more to increase his lead. Anthony won't win much, but he will win.

Anthony wins the second race also; here is the explanation:
Looking at the first race … At the 10 second mark Anthony crossed the finish line and at that moment he was 12 feet ahead of Malcolm. That was the way the first race ended.
Now for the second race … Anthony starts 12 feet behind Malcolm. Let’s again look at where the two boys are at the 10 second mark of the second race. Malcolm is exactly where he was as in the first race; 12 feet from the finish line. Anthony is not crossing the finish line as he was in the first race; instead, he is 12 feet behind where he was in the first race. He is now along-side of Malcolm. Anthony, being the faster runner passes Malcolm 12 feet before the finish line and wins again.
Bruce - left out one important piece of information - who is at the original starting line - but Malcolm will win either way 1. with Anthony at the original start line Malcolm now has a shorter distance to run and should finish first or 2. with Malcolm at the original line Anthony has a grater distance to run and therefore will take longer to finish.

The Foot Race Problem:

Both would arrive 12 feet short of the finish line at the same time. Since Anthony is the faster runner he would cover the last 12 feet a second or two ahead of Malcolm.
