According to an article in the Daily Bell:
"In response to coronavirus lockdowns, a tanking economy, and millions out of work, the US government sent $1,200 stimulus checks to most Americans.
Over 1.1 million of those checks ended up going to people who had already passed away.
The total amount of money which was sent to dead people came to about $1.4 billion, according to a report from the Government Accountability Office.
That’s because, in an effort to rush the checks out the door, the IRS used old data that did not include information from the Social Security office about recently deceased.
Currently the government has no plan in place to recover the money, other than simply saying anyone who receives one of these checks meant for dead people should return them.
But they have no plans to tell anyone how to return the checks.https://www.thedailybell.com/all-articles/news-analysis/1-million-dead-people-received-federal-bailout-checks/
Typical government snafu.

Anyone that believes that more Government control in the affairs of their life is the best thing possible need only look at the multitude of things that the Government has blundered and the untold billions of the taxpayers money lost in those follies.
I want to know if the dead people got the checks before or after they voted Democrat ?

Lots of people are morons. Only a few are proud of it. It's up to you to figure out whether this applies to you.

I find it ironic that social security maintains a file called Social Security Death Index or SSDI. How difficult would it have been to do a file match to exclude dead people?

I surely agree with your assessment. I see the problem of the government as that of bloated and disconnected bureaucracies. Lack of coordination and gaps between the departments and bureaus is inherently built in the way that they are structured and managed.
Keep in mind that the main goal of the government is to increase the size of government. The size and complexity of the structure is a way to maintain 'no accountability'.
As of July 2, 2020 there are 2,885,000 Federal Government Employees and this DOES NOT include the number of subcontractors that the government uses to outsource their many tasks. Because the government has no means of production, all of the salaries, payments, buildings and offices spaces, utilities, maintenance, all supplies, and everything down to the deodorant urinal cakes are paid for by the taxpayers of the United States of America.
On the IRS website they do tell you how to return the money. The interesting thing is that the check came addressed to First name “ Decsd “ Last name.
