When you say "what program to buy" I'm not sure if you are referring to the Adobe plan or buying LR outright (which I think you might still be able to do). Or do you mean the Adobe plan but which LR on that plan? The Adobe plan includes a mobil version of LR and a desktop version of LR plus Photoshop plus access to hundreds of fonts, Spark which creates slide shows and other electronic "printed" material, website software and other software programs. I use the Adobe plan (I've used LR for 8 or so years) so that I can take advantage of all of the above as needed. I'm not a fan of older, outdate software.
Adobe has a lot of videos if you like to learn that way and they are free so you might start there. Adobe also offers an online Help manual for LR. I use the desktop version and if you decide to go with the desktop version do read all you can about the Library Module as that is the module that gets people confused. If you read about that module first and then experiment with the software you will, possible, avoid some common mistakes people make. You can find some LR information on my website, listed with my name. I've taught it in college and privately for a couple of years now. A great program if you take the time to learn a little bit about it first.
