Museum matte frame for elements

I have Elements 9, and do not see a "museum matte" frame in the options they have. Is this something I can download into elements from somewhere?
That type of frame, to me, usually enhances a photo quite a bit.
See example below (it's a stock photo only, not my own work)
I've only had PSE9 for a few months, and I'm sure there's lots more to learn, and it's quite possible that what I'm looking for is there but I'm just not looking in the right spot.

You can use Museum Matte in Picasa which is a free program - I have tried it and it is great.
