Apparently this offer applies to any Adobe CC application. I got on Adobe chat, asked for the three months free on PS/LR, and I got that, and also three months free on my InDesign subscription.
I did this just now and received a service credit for 60 days! It only took about 5 minutes.

Did you ask for 3 months? I asked for three and got it, and others on this thread were offered 2, and asked for 3 and got it.

I didn't ask for anything. I just stated that I understood that Adobe is extending the Creative Cloud subscription due to the Coronavirus pandemic. The CSR that responded said "yes, we are offering 90 days for free!" and he took a couple of minutes to apply it to my account.

Does it appear to matter what type of plan you have? I have a teachers complete CC pack.
Me too. Current user and I got it a couple of weeks ago.

Be aware. It is not that fast and easy to opt out when you automatically start being billed.

They offered me the option of cancelling my subscription and getting a new subscription with three months free, or keeping the subscription and getting future credit. I opted for the credit. Not sure why there was a choice. But opting out didn't seem to be such an issue. I have heard that some do have problems though, but that could be because they didn't read the "fine print" or more accurately the "missing print" on the offer page. Basically there are 2 plans - an annual prepaid plan, or an annual monthly plan. One you pay the full amount up front, the other you pay monthly - either way, you are signing up for a full year. Cancelling the subscription before the first year is up might be difficult to do this without paying a cancellation fee of 50% of the remaining part of the annual contract.

In this respect the subscription could be cheaper than perpetual, especially if someone is not 100% sure they want it. At least you can cancel a subscription and save some money.
