The fleeing man may not hear the cop yell to Stop. What if the crime is auto theft, drug use, shoplifting, something for which there is no death penalty? Things are not as they were in the 1950’s.

If someone comes on my property, gets in my car and starts to drive away and refuses to stop, do I have the right to shoot?

Absolutely not unless he poses a threat to you or another person. So far as I know there is no penalty for auto theft.

Of course it is. So is petty theft but we don’t kill anybody for theft. Stealing a car does not carry the death penalty in any American state. You would be charged with at least manslaughter and probably 2nd degree murder.

After the guy that stole my car got off with a slap on the wrist, it would be interesting to steal the judge's car and see how he felt about that

I am sure it has happened before.

I once took a burglary report from a Liberal public defender. He was not a happy camper but allowed the thief probably needed the loot. Two weeks later after he had replaced the stolen items with brand new he was burgled again. Not common but it does happen. His attitude was definitely adjusted and not for the better.

In Texas, one can use deady force to prevent theft. It doesn't even have to be your property being stolen.

That is one on me. But of course I don’t keep track of laws in every state.

We had one case where a man saw his next-door neighbor's house being burgled, called 911, grabbed his shotgun (I think it was), stepped outside as the 911 operator told him not to go outside and not to shoot at them, yelled something like They're getting away, and shot them dead in the neighbors yard as they left that house...during daylight hours.

Many wanted charges pressed, but it got no-billed.

You are correct, I should have added that the criminal harmed someone.
