I use Adobe Photoshop Elements 2019. Newbie. Is there a way to tell with Photoshop if an image has already been altered by Photoshop?

If it is like 2015, go to File/File Info/Photoshop. This should list the photoshop history.

Best if you alter a file to save it as another file, like IMG1234adj or IMG1234adjCrop, etc..
That way you always know the original from a modified file, and retain the original.

I can get Camera Data but Photoshop is blank?

I used to get the Photoshop Data as well?

I store every picture, As taken by date (Today 190903) and then the finished photos by name )Home, Trains, Family) and do it as if I had them in the old filing cabinet.

I always know if something has been edited in PSE (15) because I use SAVE AS instead of Save. Then it automatically saves a new copy with an extension that indicates it is new. Never just modify the original. (the box is checked to save it as a version of the original).

In my humble opinion if an image is worth retouching and saving, I save it it Photoshop format .psd

This stops the compression. Then for sharing, further cropping or outside printing, I will then save the image as a .jpg with a more descriptive name.

So in my case, if I have a PSD its been subject to post processing.
