Whenever I open Google Photos, I get a window in the bottom right telling me that I have three comments. That notice partially blocks whatever picture is there. Clicking on the "Comments" box shows me some of my pictures - no comments. I see no way to delete that box. Comments are turned off.
I don't have this box, I use Google Photos quite often and cannot remember ever seeing such a box.

I'm not sure about this Jerry - but if you go to settings, there's an Activity Log at the bottom that looks like this:

View & remove your comments and messages on shared photos
Even though you have comments turned off, perhaps they still get collected here? Just a guess, and they may be just system comments from Google. Also, you might want to try turning comments on to see if that alert goes away. I have commenting ON, but don't share photo's this way too often, so it's never an issue. I also never see the alert your getting.

Whenever I have had an issue with Photos, they've been very helpful, and if the first technician can't be of assistance, they have a Photos specialist who really knows the program inside out.

So, Jerry, you're opening GP on the initial page, not an album? I have so many pix in there my first page is gooblygook of everything I've put in there, chronologically, then I go to my albums to make sense of it, but I only see comments in my albums view. I allow comments so when I get a notification and click on it, I'm taken to the shot where the comment is located and can view. Since you've turned off your comments, maybe you have a "ghost" from before you modified?
