In PS CS4 and later enlarge the canvas and use content aware fill.
Content aware fill is not available in LR.

If you don't have content aware fill in your program use whatever cloaning method available in your editing program.

One way is to extend the top of the canvas, and then select the water above the dogs heads, then use the transform command to stretch the selected water.
