Since I got my new computer with Windows 8, I installed my black and white Nik software Silver Efex Pro. Problem is it doesn't show up in the filters section on CS4 like it did on my old computer. I checked the computer section that shows all my software and it is in there. How do I get into this program?

You have ventured out into the netherworld of a new OS from the giant bully of Northwest.
Windows 8 will continue to present anomalies for many months as fixes and updates are issued daily. Windows 7 is almost as stable as Win XP Professional was, so Windows 8 was released. (Yes, I'm being rather sarcastic).
However most organizations are waiting and testing for the next 6 to 12 months before trusting critical applications to a new operating system. Just common sense business practice; nothing against Windows 8.
I suggest you contact NIK to see if they have a fix.
They have the most vested interest in getting your problem resolved.
Try looking under Automate in CS4, if is found under file

They didn't answer the phone, or they have no idea what's wrong?

Windows appears to have a very simple principle: Let the customer buy the new product and do the postmortem quality control as well.
Perhaps the Nik software was not made totally compatible with the new OS, as it has happened with other applications in previous Windows releases, but before jumping to conclusions, check in Automate and in Plugins. Also, is your Nik version 32 or 64bit?
Adobe CS4 forums might be of help if all else fails. I am sure that other users have encountered problems with Windows8.

Bunuweld, From what I understand from others, I have gone into automate and to be honest (not very computer literate on my part) nothing was there to help...at least nothing was listed that got me into the Silver Efex Pro program. Have not checked "Plugins"...mainly..don't know where it is to check, but I will find the rascal. Will check to see if I am in 32 or 64 bits. And when I do, what bite should I use? This was all so easy before I got the Windows 8. I had Windows 8 going pretty well until the Silver Efex issue. Now it's urinating me off....Thanks for your assistance. :D

When you install Silver Efex Pro in PS CS, the self-installer will place it in:
64-bit version
C:\Program Files\Adobe\Adobe Photoshop CS... (64 Bit)\Plug-ins\Nik Software\Silver Efex Pro 2
32-bit version
C:\Program Files (x86)\Adobe\Adobe Photoshop CS...\Plug-ins\Nik Software\Silver Efex Pro 2
If this plug-in is not showing up in the Filter Menu in Photoshop, I would suggest:
1. Download the latest update (Sep 2012) --
http://www.niksoftware.com/downloads/usa/entry.php?view=software2. Right-click on the installer and select "Run as administrator". Windows 8 is very picky about permission issues.
3. Make sure that Photoshop is closed while you install this plug-in.
