I just took some great photos of the Christmas lights in Jackson Square, New Orleans, La. I shoot with a Canon 50D, mated to a Tamron 18-270mm zoom. The photos were taken at 6-7pm. I shot the Square at low ISO, focused on the Cathedral which is lighted, and centered in the shots. I shot it at f4, and allowed the camera to set the speed. I did shoot the Square in RAW, and on a sturdy tripod. I would think your shoot would be about the same setup. I used the zoom to frame the Square, you can do the same to frame the boats. If the boats are moving you will need to use Al Servo for focus. Good Luck. Look up my posts and you will see where I asked for input about Christmas Lights.
