Yes. Unfortunately for us. Actually on second thought, maybe it has been good to have Obama's shadow presidency. If Biden had been left to his own devices, things would likely have been worse.

It is only necessary to observe K. Harris’s pronouncements, inefficiency, incompetence, lack of communication skills and inability to perform assigned responsibilities(*) to make an assessment of potential for failure in a presidential role.
Furthermore, it should be noted the comment was not a “prediction”, but more an observation that future possible actions should be based on previously reported past performance.
