what is the best editing program for blur? I know getting it right in camera is always best, but I didn’t quite get there. TYI

There are numerous blurring options in PhotoShop / PhotoShopElements.

Are you asking about recreating the softening effect of a shallow DOF on the background? Or getting rid of motion blur or removing softness due to missing focus?

If you have the Adobe subscription the blur feature in LR does a good job and offers a “depth map” and masking to help get the right amount of blur to the right places.

Nothing surpasses Photoshop for creating blur. Un-blurring a pic is a different story. Some people think that using AI to recreate new faces et al is "fixing blur." I don't share that belief.

Affinity has a haze filter which works well on blurry pics - follow with the unsharp mask or clarity filter.
There is an app called Easy Photo Unblur which is useful.

Topaz Photo AI, or if it’s still available, Topaz Sharpen. It does a good job but it still depends on how blurry it is.
