Title and wording in link a bit misleading.
Sheetmetal engine cowling shredding in the wind, but no sign of engine ripping apart.
Ground personnel failed to properly fasten engine cover panels?

Something like that seems, as you say, more maintenance than manufacture.
Anti-Boeing headlines get clicks these days, so that's the way the "news" is presented. Even if the fault is not very likely to rest on Boeing.

Looks to be the cowling coming open and being torn off.
While scary no real danger!!! still on the ground Big deal!!
It looks like just the cowling around the engine was damaged. Just a guess but the actual engine doesn't seem affected. That's just my observation and an investigation is still needed.
It s a little bit like forgetting to secure the hood of your car .

Boeing are having some well-deserved bad press, but their problem now is:
* Pilot taxis off runway, gets stuck - it's a Boeing
* Passengers injured in turbulence - it's a Boeing
* Wheel falls off old (badly maintained?) plane - it's a Boeing
* Engine cowling not secured and blows open - it's a Boeing
and so on.
looks worse than it is. It's only the cowling a cover on the engine the engine is fine, still a site for the passengers, and I'm sure some very frightened people.
At least the engine now runs cooler.

More evidence of the lack of integrity and professionalism in today's journalism. The hysterical headline proclaims a "terrifying video" and says the "engine" of a 737 is "ripping apart" during takeoff. BS. The sheet metal cowling over the engine was obviously not properly fastened (a simple task) after a ground person performed a routine check of the engine. So, it came off in flight. But the ENGINE was NOT RIPPING APART! It was undamaged and continued to perform normally.
