Why on a D 610 does the shutter and aperture flash on automatic in the viewfinderl using a 28 to 300 lens? And auto iso at 3200

Youve hit some limit that you most likely have set yourself. If you dial over to one of the user custom modes it will very probably stop, which would then mean that you will need to double check what youve done to the primary modes. It could be as simple as you having shifted the EV or set an EC, so check those first. If all else fails maybe RTFM.

It would do that for instance if you were in A (aperture priority) and had the lens wide open in bright light. With that high an ISO setting the camera would be trying to reach a higher speed that exceeded the available shutter speed range. In such a case it would do the same thing with any lens, not just that one.

He said auto iso at 3200 so the 3200 is the max or the min?
