As you should know being an ex-LEO, is that intent refers to criminality. It was determined by the appropriate officials that there was no criminal intent on the parts of Clinton, Biden and Pence. Prosecutors only bring cases to court that they can win and with no criminal intent, they have no cases.

trump, on the other hand, prosecutors are alleging that trump not only purposely took the documents, he tried to conceal that fact from authorities and tried to obstruct the proper authorities (PRA) from taking possession of those documents.

trump isn't just in trouble for just "having" the classified documents, but because of what he did with them while he had them.

In Trump's case the FBI could have at their whim gone to Trump's house with his attorney in tow and simply confiscated the documents. Everyone knew Trump had the documents. There was no criminal intent to hide them was there??? Yet the Left Wing government made it seem as if Trump was refusing to give up the documents and sent in a team of agents to collect those documents when all they had to do was knock on the door and take them.

Weren't Trump's attorneys in negotiations with the government all the time over the documents? Couldn't the government at any time have stated, Negotiations are over. We are coming to get them? But to make Trump the bad guy a team was sent in amid a great deal of publicity. Talk about a Kangaroo level of BULLSHIT eh?

As for the court determining ending points surely you are aware court decisions are frequently overturned or modified from the original determination so they are not necessarily ending point at all. Lower court decisions are frequently overturned by higher courts including the Supreme Court. How sad you are not educated enough to know these things. I know it is hard but do try to keep up.
