Do you ever read a book, or the U.S. Constitution? There was no insurrection; no one was charged with insurrection; no one was tried for insurrection; no one was convicted of insurrection.
The Fourteenth Amendment to the Constitution moved power back to the Federal Government. Congress only, has the power to enforce the provisions of the Amendment. Congress voted, in the late Nineteenth Century, to forgive all those who engaged in insurrection during the 1861-1865 War.
