Looks like an ice-rescue drill, especially with "emergency vehicles were arriving." It appears the 'victim' is wearing a ice rescue floatation suit, meant for rescuers to wear as they try to get someone who has unintentionally broken through the ice. Neat shot... You could have moved your vehicle then shot the 'rescue'... would have been even better 'your volunteers in action' pictures.
