Two places come to mind - Brooklyn Heights Promenade - great view of lower Manhattan - try early AM/ late afternoon before sun sets, and perhaps night time with tripod. The other great vantage point is Governor's Island which is now open year round (
)- you can catch a ferry from lower Manhattan for a small fee. In March it may still be cold so dress warmly!
