Yes, he said it as a joke in response to your insane media's characterizations of what his next presidency would be, he also qualified the statement in that he would on day one close border and open up more drilling for oil. "That's it" he said.

WHY wasn't trump able to change the United States from a democratic republic into an autocracy or Dictatorship during his term in office you ask?

There were numerous people in his administration between noon on January 20, 2017 and noon on January 20 2021 who prevented trump from doing it.

But trump has learned from his errors in who he chose to be in his inner circle during that time. Now the gloves are off, and only those who pledge loyalty to trump, not to the country or to the US Constitution will be part of his administration IF trump somehow manages to win in 2024.
