I have noticed people displaying the Stars & Stripes irreverently, which is surprising in my 55+ community where most of the men and many of the women are veterans. They consider themselves patriotic, but still leave the flag out in the rain (we're in Oregon, fellas, it's gonna rain!), snow or high winds. If it is an all-weather flag, it can be left out, properly illuminated at night. Do not allow it to touch the ground. Dispose of it respectfully when it becomes ratty - veterans' organizations will do that for you.
If you are displaying any other flag, that would go below the Stars & Stripes, and to the right of it, and smaller.

Yes, I DO see those things all the time .... Also, many American Legion posts sell new flags, so don't be afraid to get a new one!

Your instruction about other flags is not quite right for other national flags. The US etiquette says “ When flown with the national banner of other countries, each flag must be displayed from a separate pole of the same height. Each flag should be the same size. They should be raised and lowered simultaneously. The flag of one nation may not be displayed above that of another nation.”
The so called and self described “patriots” that turn a flag into tattered mess by flying them from their pickups or motorcycles are a huge irritation to me for their disrespect of the symbol they supposedly revere.

They could easily use clear tape on both sides of the edges of a flag and this will keep it from shredding from the edges and keep it neat. Do you think this is Ok ?

I’m not sure if the edicate goes the distance with weather conditions.
If you go onto a Military base or military command post, the Stars and Stripes fly in front of the command buildings from sun up till sundown.
There is no retreat just because the rain falls on American soldiers and Airmen.
The most common mistake I've seen is having it on the right side of the building as you face it. It should be on the building's right side.

There's nothing wrong with using stars and stripes as a decoration or clothing. What's wrong is using the flag itself as a decoration or clothing. The main thing is respect. I've seen winning athletes wrap the flag around their shoulders. I have no problem with that.
Another point - when it is time for the flag to go, take it to an American Legion post or other facility that knows how to do it respectfully.
