And those agencies would have had to go to court to obtain a civil abridgement of the murderer's 2nd, 4th, 5th, 14th, etc., Amendments rights. And since he had not committed a misdemeanor or felony involving a firearm, there's nothing to allow his firearms to be seized legally.
This is no "news". It happens all the time. Folks who need mental treatment or commitment have to be taken to court to get any necessary judgements by the courts. The process is expensive and painfully slow. The respondent/defendant has to have counsel. Hearings have to be scheduled on already crowded court dockets.
You're all for abridging everyone's rights without due process, regardless the reason.

They don't need any legal document to talk to him unless he invokes his rights not to talk. I have no idea if it would have accomplished anything, but I don't see what it could have hurt. It might have saved lives.

And the murderer had the right not to discuss this with his bosses.
However, since he had displayed improper behavior while on Army Reserve active duty, the Army has the right to place him in involuntary control under the provisions of the UCMJ, and he can be examined by their doctors as a matter of course. However, as with most people with these outbursts, the authorities tend to give the person the "benefit of the doubt".
PS - I don't disagree with you, and whatever steps short of incarceration could have been taken may have worked. However, I believe this murderer was too far down the road.

Why not start with an interview of the subject and his/her family and friends.
Just the mere fact that someone was reaching out to him may have altered the course of history.
