I am not positive what a number of vultures is called, maybe a flock. Today I saw a whole bunch of vultures on top of a tower. I have never seen any on top of any tower in a town let along the number of these present.
The photos are not my best because of the distance to the tower but they are easily picked out.

Nice captures. Since you speculated:
In your photo, the gathering of Turkey vultures would be called "a committee."
Had they been feeding on a corpse, they would be called "a wake."

I looked this up.
There are three main names for a group of vultures. A group that is roosting is called a committee. A group that is feeding is called a wake. A group that is flying is called a kettle. I guess you photographed a "communications committee." Who thinks up this silliness?
...as to the group, maybe they are migrating as some vultures do. As to the "names of groups of animals," I seem to remember reading that there actually was a committee in centuries past in England which convened to come up with those names. Wonder what a committee of powdered wigged old Englishmen would be called..... hmmmm.
addendum... couldn't help it (Google is my friend).... "Many of the group names can be traced back to The Book of Saint Albans, published in 1486, about angling, hawking, and hunting. The book is attributed to Juliana Berners who gave animal groups imaginative yet oddly appropriate names."
