After a major computer crash I needed to uninstall and reinstall Lightroom Classic. I was able to get back my original folder structure and photos, but I find no way to retrieve the Collections that I had originally. Are they lost or is there a way to retrieve them? Any help would be appreciated.
You do have a recently backed-up LR catalog, right? Use it. You should find collections there

How did you reimport images? Drag and drop or reload saved catalog? My Lightroom photos are in my Dropbox folder, and can be easily loaded back onto a local HD.

Whenever I have a problem with Adobe software, I call their customer support number. I've always had good luck with them, and the support is part of what you are paying them for.

Adobe has about $5 billion in revenue and 26 million subscribers. Could it be that they understand customer support?
Use "The Creative Cloud" app and Chat with Adobe Tech Support. They will establish a remote session and do the task.

If you backed up you catalog to a remote hard drive as recommended, then as suggested use your backup. If you had not done so, then you may be out of luck, unless you can retrieve it from your crashed computer.
In the future, always back up the catalog anytime you make any changes to it on a remote hard drive. Good luck. Without access to your catalog, it is unlikely that Adobe can help you. Collections are part of your catalog.
Just bought a new laptop. The cloud transferred all my pictures ( I mean everything ). I downloaded LRc from Adobe and when I opened it for the first time it took just a little longer to boot but it recognized that it was registered in the cloud, no problem.
