On several occasions I've shot with my Canon R7 in low light situations and Photoshop Elements 2023 wouldn't process the images I shot. Tonight I was trying to shoot the Blue Moon and PSE wasn't able to process the shots. All of the images had a suffix of .CR3. I tried to down load Camera RAW plug in and couldn't get it to work. Any ideas?

Is your PSE up to date?
I had an old PSE and had to up date to 2023 as the old would not handle .CR3.

Yes, Photoshop Elements has problems with the newer versions of Canon CR3 files. I have a Canon R10 and was having problems with PSE version 2020 but was able to update it.
The process is not straightforward but is fairly easy to do. There is info on the internet on how to update it. For some reason, Adobe does not have an easy way to update it. You will need to download a file and then install it in a certain location within PSE.
Do an internet search for PSE and Canon CR3 files. I think this may help from Adobe.

Did you turn on “Dual Pixel RAW”? Adobe Camera Raw can’t convert CR3 files created using Canon’s DPR. You must use Canon Digital Photo Professional to convert to tiff files for Photoshop or PSE.
"low light" is an unusually red Red Herring to distract the UHH community away from a photographer-caused technical problem. Canon's newest mirrorless cameras use a new RAW extension, CR3, representing either / both 'compressed' and uncompressed RAW (sensor) data. Every camera's RAW files are unique, and 3rd parties like Adobe need to update their current software releases to handle the ongoing camera model releases.
As others have mentioned, check to see if Adobe has an update available to support the R7 RAW files into PSE-2023. Other alternatives:
1, Capture both RAW and JPEG / HEIF formats and process the supported file types in PSE-2023 until RAW support is available.
2, Download and install the current Canon DPP v4 software and 'save as' the CR3 files to a format PSE-2023 can accept.
Regarding Dual-Pixel, that is a camera setting entirely under the photographer's control. See page 165 of your EOS R7 Advanced User Guide for where / how / why to enable this camera setting.

Additional info: Adobe has a free DNG converter which you can download. Google Adobe DNG Converter.

FOR THE RECORD: I contacted Adobe via their website and explained the problem I was having. One of their operators took remote control of my computer (with my permission), down loaded the proper plug in, and then got it set up for me. IT NOW WORKS!
