Sad part is there are people who actually need these types of instructions

You would think that the skull and crossbones would be a big clue, but you are not wrong.

Sweet ride. I had one just like that as my first street bike.
This means that some idiot(s) actually tried to drink from the battery (not necessarily their battery) and sued the company, and now they have to cover their ass.
Too many idiots, too little time.

Don't put your hand under the mower either!

Then how do you change the blade??
Answer: From many test procedures, it was decided that stopping the engine was the first requirement.
funny story: A heart surgeon brought his mower into the repair shop. The mechanic said no problem, take a day or so. Then he said to the Doctor; "Doc, you know, I sort of do the same things to an engine you do on people.
I determine the problem, then tear it down. I sometimes put in new valves, adjust the timing - sometimes have to put in new pistons and rings. Clean everything up, adjust the carburetor and the outside of the engine and get everything running in tip top performance. Now the point: I make around $15 an hour, and you make $450K a year. Seems like a pretty big discrepancy, don't you think?
The surgeon leaned in and whispered: "Try doing it with it still running".
That gave me my first really wonderful belly laugh of the day. We must remember, however, that the manuals have been dumbed down to the point that even the stupidest people will not do some thing ill advised. I'm hoping that I will be gone before the manual is nothing but pictures with the check marks and the lined through circles to indicate the acceptable and not acceptable actions.
We've really hit bottom with this warning.

Yes, but we need a warning showing which end is the wrong end.
