It wouldn’t matter if he had the authority to declassify or not as the subpoena allegedly stated all documents with classified markings (which would seemingly mean even formerly classified documents even if they could be declassified) and if as reported his attorney confirmed conversation(s) where Trump said something to the effect of just tell them we don’t have anymore would substantiate an obstruction charge with a demonstration of intent.
