I would like to learn Photoshop and have PSE 7. I haven't started learning to use it and wondered if I should upgrade to 10 first so I won't have to relearn. Also, what is the difference bewteen PSE 10 and Premiere?

Can't be overly specific, but I feel sure that if you learn version 7 you will not have to "relearn" as they are using the very same format only adding additional features. No help on the difference in regard to Premiere but in general I would be very careful paying additional money just for a different version or for the Premiere as often this is little more then selling the latest version to keep up their sells. Orthers very likely will be able to say what added features you can get. You may do a lttle research on the web, might be a Google search will be of help.

I went from PSE8 to PSE10. 10 is by far the best and the easiest to use in my opinion. If you get yours through Adobe they have a lot of info there. 10 also has some great affects that can be accheived with a couple clicks as opposed to several on the older versions.

Google is your friend :)

I do beleive that Premeire is more for video as opposed to stills. At least that was my take. I couldn't find any reason that I needed the Premeire over 10

I am also using PSE7, and just ordered PSE10 yesterday. You will have a much easier time learing PSE10 due to the improved guided edit section. A lot of new features have been added since PSE7.
I would go and download the trial version from the Adobe site, good for 30 days, and try it out.

Start learning the version of Elements you currently own. I haven't gotten version 10 yet but the basic format of most programs remains pretty much the same from one to another, usually upgrades add some more features but knowing the terms and the tools makes picking up any new versions fairly simple.

Adobe Premier is not a photography editing application..it is designed to put together videos whether a photograph collection or video clips and/or a collection of both.

While each response is valid, I guess I take a different slant on it. I used PSE4 for so many years that I had it down pretty well. The basics stay the same throughout all versions and in fact are the same ones that CS5 use. ( layers, selections, masking, blending modes...etc) I finally upgraded a while back to PSE9 and think I will stay with it but if a person has more or less mastered their lower version, than I might say upgrade for the great new features, but 80-90% of all versions require the same skill set, so maybe you can hold off. ( just another opinion...)

( EDIT : oops....while posting my comment someone else had the same thought.....well, at least we concur )

I think you should learn to use PSE 7; each upgrade add a few new features, but sometimes removes a desired feature.
My case: Upgraded PSE 6 to PSE 8 and discovered that I
could not print my photos in the manner I preferred. Most of the upgrade advances have been to catalog part of the software. Not being a pro photographer I think the cataloging useless.

I find it annoying too...but I guess if it's the only means you have, you may feel differently..but I have Lightroom, the Elements and the Corel organization folders.

I'm computer illiterate, so the best thing I did was spend $59.00 for a 1 year subscription to Photoshop Elements. You get a couple of how to DVD's, PSE magazines and access to a ton of videos and tutorials on Elements. This has been the best way for me to learn PSE :)
